Washington’s most famous pool has become the capital’s strangest summer scandal. What began as President Donald Trump’s effort to renovate the Lincoln Memorial Reflecting Pool has spiraled into peeling blue coating, criminal charges, dropped prosecutions and a public feud with one of his most loyal allies.

Trump ordered the pool’s bottom painted “American flag blue” ahead of the nation’s 250th anniversary celebrations. The goal was to create a more dramatic reflection of the Lincoln Memorial, Washington Monument and capital skyline.

Instead, large sections of the new coating began peeling away. Blue fragments floated in the water, algae spread across the surface and officials were forced to drain the pool again for repairs.

Trump immediately blamed sabotage.

Without publicly presenting evidence, he accused left-wing vandals of deliberately damaging the pool’s lining. Several people were arrested after allegedly pulling loose pieces of coating from the water.

Reflecting Pool: Former Olympian Accused

The most prominent defendant was David “Davey” Hearn, a 67-year-old former U.S. Olympic canoeist who competed at three Summer Games.

Hearn said he was cycling near the Lincoln Memorial when he noticed a section of coating already hanging loose. He reached into the water and touched the detached material but denied tearing it.

Federal prosecutors initially alleged that Hearn forcefully ripped up the lining and caused more than $1,000 in damage. He was indicted on a felony destruction-of-property charge carrying the possibility of years in prison.

The prosecution was led by U.S. Attorney Jeanine Pirro, the former Fox News host whom Trump appointed as Washington’s top federal prosecutor.

Pirro initially echoed the administration’s tough rhetoric and promised consequences for anyone damaging national monuments.

Then the case collapsed.

Her office learned that the Interior Department possessed documents showing widespread failures in the coating before Hearn touched it. Prosecutors concluded that construction defects—not political vandalism—were primarily responsible for the peeling surface.

Pirro dropped the case against Hearn. Charges against several other defendants were also dismissed.

Trump Turns on Pirro

Trump reacted with fury.

“She folded like an umbrella,” he said, accusing Pirro of choking under pressure and abandoning a strong prosecution. Reports quickly circulated that he might fire her.

The confrontation stunned Washington. Pirro had defended Trump for years on television before joining his administration. She was later seen visiting the White House, reportedly carrying evidence connected to the case.

The controversy also raised questions about the renovation itself. The project reportedly cost around $14.7 million and was awarded without competitive bidding. The contractor had previously performed work connected to Trump properties.

Trump has attempted to distance himself from the company, even though he had previously praised the blue renovation.

The Reflecting Pool was supposed to showcase American grandeur. Instead, its peeling surface has become a symbol of failed construction, aggressive prosecution and a president turning on his own ally when the evidence no longer supported his sabotage narrative.
